Havelock House on Northbourne Avenue, Turner opened in 1951 as a hostel for public servants. But by the 1970s, demand for such accommodation was on the wane so the Australian Federal Police was allowed to move staff into a section of it.
This caused a public outcry, and included picket lines calling for it to be returned to low-cost accommodation.
The protests worked and by the mid-1980s, the building again became a home for people on low incomes.
