PEZA and PE2 ink MOU to jointly enable EE in ecozones
PASAY CITY, 11 March 2026 – The Philippine Economic Zone Authority (PEZA) and the Philippine Energy Efficiency Alliance (PE2) signed earlier today a Memorandum of Understanding (MOU) to work together as enablers of energy efficiency (EE) investments among locators in economic zones.
PEZA Director General Tereso O. Panga and PE2 president Alexander Ablaza inked the agreement with witnesses PEZA Acting Deputy Director General for Policy and Planning Emmanuel D. Cortero and PE2 vice president for external affairs Theresa Acedillo-Lapuz. PEZA Special Concerns Division Chief Engr. Mark Anthony Santos led the agency’s efforts of coordinating with PE2 for the MOU since the first meeting between both organizations on 20 October 2025.
The MOU was forged to formalize a strategic partnership between PEZA and PE2 to promote and enable EE within all ecozones. Both parties seek to establish a framework for collaborative activities, including information dissemination, capacity building, and technical support to PEZA locators, which are all classified as designated establishments under Republic Act 11285.
PEZA Director General Panga said, “This partnership strengthens our efforts to transform our ecozones into smart and sustainable hubs while aligning with our sustainability reporting framework. By integrating ESG standards, we further reinforce our commitment to responsible growth and transparent environmental, social, and governance practices.”
PE2’s Ablaza offered this response, “PE2 is very much pleased by how PEZA has for a very long time now been a catalytic enabler of energy efficiency among its ecozones. The MOU we forge today emphasizes how both partners see the urgency of scaling up the deployment of energy efficiency technologies, knowhow and financing to more ecozone locators and developers. Both PE2 and PEZA share the MOU objective of connecting both the supply- and demand-sides of the energy efficiency market so that energy efficiency projects are implemented sooner and with scale.”
The cooperation agreement will look into co-organizing roadshows, exhibitions, and forums within the ecozones to promote energy efficiency solutions, technologies, and best practices among locators. PE2 is likewise being eyed to help PEZA implement capacity building and training programs and workshops for the agency’s own staff and locator personnel on topics such as energy management systems, energy audits and the identification and implementation of EE projects. Both organizations are also considering a joint advocacy on EE and energy service company (ESCO) related guidelines and communication materials.

THE Philippine Energy Efficiency Alliance (PE2) met with the Climate Change Commission (CCC) in December 2025 to explore ways to work together to support the Department of Energy (DOE) in enabling energy efficiency as a climate change mitigation strategy.
In the meeting, Robert Borje, CCC vice chairman and executive director, said that they have already reaffirmed the Philippines’ dedication to climate action through green economic pathways.
Borje explained that a rapidly changing economic landscape and technological innovations exert increasing pressure toward the adoption of energy efficiency as it needs to be embedded in consumer behavior.

Makati City, 11 Nov 2025 - The GMM was followed by PE2 Networking Cocktails in the evening at Sarika, Dusit Thani Manila with guest speaker DOE Usec. Mario Marasigan who shared about the latest EE&C challenges and developments. He declared that the real imperative for the EE&C law is for all sectors to collaborate. Energy efficiency technologies and services are deployed because of ESCOs, solutions providers, investors and end-users work together.
PE2 members enjoyed a relaxed evening and an opportunity for informal engagement and professional connection over excellent food and wine. The evening’s refreshments including the specially selected wines, were generously sponsored by iONTEK Power Solutions Corporation.

PE2 Expresses Gratitude to DOE Secretary Sharon Garin for Productive Dialogue on Advancing Energy Efficiency
The Philippine Energy Efficiency Alliance (PE2) extends its sincere appreciation to Department of Energy (DOE) Secretary Sharon Garin for a highly productive meeting and insightful discussion on revolutionizing the energy efficiency landscape in the Philippines.
PE2 remains firmly committed to strengthening its collaboration with the DOE to accelerate the scaled-up implementation of energy efficiency and conservation (EEC) initiatives nationwide. Together, we aim to bring energy efficiency to the forefront of the country’s sustainable development agenda.
During the meeting, PE2 proposed three key areas for enhanced partnership with the DOE:
Increasing EEC awareness and compliance with the Energy Efficiency and Conservation Act among smaller designated establishments and local government units (LGUs);
Supporting the growth of the Energy Service Company (ESCO) market to unlock private sector investments in energy efficiency projects; and
Reviewing and optimizing fiscal incentives to make EEC investments more attractive and financially viable.
PE2 looks forward to deepening this partnership and working closely with Secretary Garin and the DOE in driving a more energy-efficient and sustainable future for all Filipinos.
