Travellers with recent travel history to South Africa within 14 days prior to departure to Singapore are currently required to serve a 14-day Stay-Home Notice (SHN) at dedicated SHN facilities.
Travellers who are not Singapore Citizens or Permanent Residents are also required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure and present a valid negative COVID-19 test result as a condition of approval to enter Singapore.

As Singapore has made good progress on the key enablers supporting further resumption of activities, the Multi-Ministry Taskforce will start Phase Three of re-opening from 28 December 2020.
The Multi-Ministry Taskforce had outlined three pre-conditions for moving into Phase Three, which each of us has contributed to in the past few months:
a) Adherence to safe management measure.;
b) Sufficient testing capabilities for early detection and public health action;
c) High adoption of TraceTogether for quick and effective contact tracing.

The Multi-Ministry Taskforce has been closely monitoring the global COVID-19 situation and will be tightening border measures given the deteriorating situation in the United Kingdom, and resurgence in the number of COVID-19 cases in New South Wales (NSW), Australia.
I. Restricting Travel from United Kingdom
There have been recent reports of a potentially more contagious strain of the COVID-19 virus circulating in the UK. Officials within the UK are also concerned about this new virus and have put in place more stringent restrictions, including imposing a new lockdown in London. To reduce the risk of spread to Singapore, we are putting in place new border restrictions for travellers from UK for further precaution. From 23 December 2020, 2359 hours, until further notice:
a. All long-term pass holders and short-term visitors with recent travel history to the UK within the last 14 days will not be allowed entry into Singapore, or transit through Singapore. This will also apply to all those who had obtained prior approval for entry into Singapore.
b. Returning SCs and PRs will be required to undergo a COVID-19 PCR test upon arrival in Singapore, at the start of their 14-day SHN.
While the strain has been suggested to be more transmissible, there is currently insufficient evidence to determine if this strain is associated with any change in disease severity, antibody response or vaccine efficacy. These aspects are being investigated by the UK authorities. The Ministry of Health will evaluate the data as it emerges and review our border measures accordingly.
II. Travellers from NSW to serve 7-Day SHN at Place of Residence
We had earlier announced that travellers from Australia are allowed to undergo a COVID-19 PCR test upon arrival, and if the PCR test result is negative, they will be allowed to go about their activities in Singapore, without a need to serve a Stay-Home Notice (SHN). Given the increased cases observed in NSW, we will be tightening border control measures for travellers with travel history to New South Wales (NSW), Australia. From 23 December 2020, 2359 hours:
a. All travellers departing from Australia will be required to declare their travel history at airline check-in prior to their flight to Singapore.
b. Singapore Citizens (SCs), Permanent Residents (PRs) and Long-Term Pass holders entering Singapore with travel history to NSW, Australia within the last 14 days before departure for Singapore, will be subject to a 7-day SHN at their place of residence with a COVID-19 Polymerase Chain Reaction (PCR) test before the end of the SHN period.
c. Short-term travellers holding an Air Travel Pass with travel history to NSW, Australia, within the last 14 days before departure for Singapore, will not be allowed to enter Singapore.
All other travellers departing from Australia who have been in Australia (excluding NSW) in the last 14 days prior to travel will continue to be subject to a COVID-19 test upon arrival at the airport, in lieu of their SHN.

The launch of Singapore-Hong Kong air travel bubble has been deferred for two weeks after Hong Kong reported a spike in coronavirus cases, according to Singapore's Transport Minister Ong Ye Kung.
The specific launch date of the arrangement to be officially launched will be announced at the beginning of December.

All travellers entering Singapore from 22 November 2020, 2359 hours, who have a travel history in the past 14 days to Malaysia will now be required to serve a 14-day Stay-Home Notice (SHN) at dedicated SHN facilities.
All travellers [except Singapore Citizens (SCs) and Permanent Residents (PRs)] entering Singapore from 27 November 2020, 2359 hours, who have a travel history in the past 14 days to Malaysia will be required to take a COVID-19 polymerase chain reaction (PCR) test within 72 hours before departure.

The Immigration Authority of Singapore (ICA) announced that from next Friday (November 6), travelers from Mainland China and Victoria, Australia do not need to be quarantined after arriving in the country if they test negative for Coronary Disease (not required to perform "SHN"), but must comply with epidemic prevention measures.
An Air Travel Pass holder must:
a. have been in Mainland China in the last 14 consecutive days before departing for Singapore;
b. travel to Singapore on a direct flight without transit;
c. undergo a COVID-19 polymerase chain reaction (PCR) test at the airport upon arrival in Singapore, take private transportation, taxi, or private hire car from the airport to the declared place of accommodation (which must be non-residential and an individual room with attached toilet) and remain isolated at the accommodation until the test result is confirmed to be negative;
d. disclose, and agree to the medical provider disclosing his/her COVID-19 PCR test result to the relevant Singapore Government authorities for public health purposes;e. download the TraceTogether app on his/her mobile device and:
e. keep the TraceTogether app activated while in Singapore
f. retain the TraceTogether app with the data on his/her mobile device for 14 consecutive days after leaving Singapore;
g. upload all data in the TraceTogether app upon request by the Singapore Ministry

Singapore and Germany have agreed on a Reciprocal Green Lane (RGL), said the Ministry of Foreign Affairs (MFA) and the German Federal Foreign Office in a joint statement on Friday (Oct 23).

ICA will resume issuing new visas from 23:59 on October 18, 2020. Travellers are advised to check with the transport operators to ensure that the routes are still operating prior to departing for the airport/ ferry terminal.
(Please pay attention that only holding a valid visa does not guarantee entry into Singapore. All short-term travelers must still obtain prior approval before entering Singapore.)
