According to SARS Commissioner Dr Johnstone Makhubu, the new requirement brings South Africa in line with recognised international customs standards and forms part of SARS’ broader initiative to modernise customs procedures at ports of entry, improve compliance measures, and safeguard the integrity of border operations.

He further explained that the system will provide several advantages, including improved risk-based screening, stronger collaboration with other government authorities, and a more efficient experience for travellers. The initiative also supports South Africa’s financial transparency commitments and strengthens national security by ensuring that vehicles, goods, and currency are properly declared and assessed before crossing the border.

They determine the correct tariff heading and subheading for any product in a customs tariff. There are 6 GRIs, applied in strict numerical order. Here’s how to actually use them:

𝐆𝐑𝐈 𝟏 — 𝐒𝐭𝐚𝐫𝐭 𝐇𝐞𝐫𝐞 𝐄𝐯𝐞𝐫𝐲 𝐓𝐢𝐦𝐞

Read the headings, Section Notes, and Chapter Notes first. Most goods are classified at this step alone. If you are skipping straight to a code — stop.

The wording of the headings

𝐄𝐱𝐚𝐦𝐩𝐥𝐞: If a product fits the exact wording of a heading and is not excluded by the notes, you stop at GRI 1.

𝐀 𝐩𝐫𝐨𝐝𝐮𝐜𝐭 𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐞𝐝: Incomplete but having the essential character of the finished article, or Unassembled/disassembled is classified as the complete article.

𝐄𝐱𝐚𝐦𝐩𝐥𝐞: A bicycle shipped in parts is classified as a bicycle.

𝐆𝐑𝐈 𝟐(𝐛) — 𝐌𝐢𝐱𝐭𝐮𝐫𝐞𝐬 𝐚𝐧𝐝 𝐂𝐨𝐦𝐛𝐢𝐧𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐌𝐚𝐭𝐞𝐫𝐢𝐚𝐥𝐬

Goods made of more than one material fall under headings covering those materials. If multiple headings apply, move to GRI 3.

𝐄𝐱𝐚𝐦𝐩𝐥𝐞: A plastic-and-metal item may be classifiable under both plastics and metal headings.

𝐆𝐑𝐈 𝟑 — 𝐆𝐨𝐨𝐝𝐬 𝐂𝐥𝐚𝐬𝐬𝐢𝐟𝐢𝐚𝐛𝐥𝐞 𝐔𝐧𝐝𝐞𝐫 𝐌𝐨𝐫𝐞 𝐓𝐡𝐚𝐧 𝐎𝐧𝐞 𝐇𝐞𝐚𝐝𝐢𝐧𝐠

𝐆𝐑𝐈 𝟑(𝐚) — 𝐌𝐨𝐬𝐭 𝐒𝐩𝐞𝐜𝐢𝐟𝐢𝐜 𝐃𝐞𝐬𝐜𝐫𝐢𝐩𝐭𝐢𝐨𝐧

The heading with the most specific description wins. 𝐄𝐱𝐚𝐦𝐩𝐥𝐞: “Leather handbags” is more specific than “Articles of leather”.

𝐆𝐑𝐈 𝟑(𝐛) — 𝐄𝐬𝐬𝐞𝐧𝐭𝐢𝐚𝐥 𝐂𝐡𝐚𝐫𝐚𝐜𝐭𝐞𝐫

If 3(a) fails, classify by the material/component giving the essential character. 𝐄𝐱𝐚𝐦𝐩𝐥𝐞: A gift basket with many items but mainly chocolates → classify as chocolates.

𝐆𝐑𝐈 𝟑(𝐜) — 𝐇𝐞𝐚𝐝𝐢𝐧𝐠 𝐋𝐚𝐬𝐭 𝐢𝐧 𝐍𝐮𝐦𝐞𝐫𝐢𝐜𝐚𝐥 𝐎𝐫𝐝𝐞𝐫

If 3(a) and 3(b) fail, choose the heading that appears last numerically.

𝐆𝐑𝐈 𝟒 — 𝐌𝐨𝐬𝐭 𝐀𝐤𝐢𝐧 𝐑𝐮𝐥𝐞

If goods cannot be classified by GRI 1–3, classify under the heading of the most similar (akin) goods. If you find yourself using GRI 4 often, go back to GRI 1 and start again.

𝟏. 𝐌𝐨𝐧𝐭𝐡𝐥𝐲 𝐈𝐦𝐩𝐨𝐫𝐭 𝐋𝐢𝐜𝐞𝐧𝐜𝐞 𝐄𝐱𝐞𝐦𝐩𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝐏𝐞𝐫𝐬𝐨𝐧𝐚𝐥 𝐆𝐨𝐨𝐝𝐬

Under this SI, the Zimbabwean government has waived the requirement for individuals to obtain an import licence once per month for specified basic personal-use items. These goods may include limited quantities of products such as cooking oil, sugar, cereals, soaps, textiles, and personal care items.

𝟐. 𝐂𝐨𝐧𝐭𝐫𝐨𝐥𝐬 𝐨𝐧 𝐒𝐞𝐜𝐨𝐧𝐝-𝐇𝐚𝐧𝐝 𝐂𝐥𝐨𝐭𝐡𝐢𝐧𝐠 𝐈𝐦𝐩𝐨𝐫𝐭𝐬

The instrument also tightens regulations on the importation of second-hand clothing, generally banning such imports unless a permit is obtained for charitable purposes. Notably, second-hand undergarments are completely prohibited under all circumstances.

𝟑. 𝐄𝐱𝐭𝐞𝐧𝐝𝐞𝐝 𝐑𝐞𝐬𝐭𝐫𝐢𝐜𝐭𝐢𝐨𝐧𝐬 𝐨𝐧 𝐎𝐥𝐝𝐞𝐫 𝐕𝐞𝐡𝐢𝐜𝐥𝐞𝐬

It strengthens rules on the importation of pre-owned vehicles, banning the import of vehicles 10 years or older (from date of manufacture) and requiring non-compliant imports to be re-exported within 60 days or face forfeiture.

𝟒. 𝐄𝐧𝐟𝐨𝐫𝐜𝐞𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐏𝐞𝐧𝐚𝐥𝐭𝐢𝐞𝐬

Individuals or entities that breach the regulations — for example by importing prohibited items or making false declarations — face penalties including fines, imprisonment (up to one year), or both, as prescribed in the statutory instrument.

𝟓. 𝐏𝐮𝐫𝐩𝐨𝐬𝐞 𝐚𝐧𝐝 𝐏𝐨𝐥𝐢𝐜𝐲 𝐂𝐨𝐧𝐭𝐞𝐱𝐭

The SI is part of broader efforts by the Government of Zimbabwe to balance trade controls with consumer accessibility, support local industries (notably textile and manufacturing sectors), and curb the influx of low-value or potentially harmful imports.
